Looks like it's damaged vhs tape, though. Re-uploading wouldn't help. It's less frustrating to just skip it and go to the next one.

Nope, it looks more like bad satelite reception than a damaged tape. Regardless, it's pretty frustrating to watch and I'm quite unsure what would motivate someone to upload it.
