You can't play with these commands on public servers. Only if you start your own server.

You can also use them when watching replay what I did to make a movie.

This frag with granade on supll is nice. It's my favorite map but now I can't play :( game ended for me 'cause I have lags and I can play only on bots and then I can't play suplly (idk why).

I do not know exactly what lights you mean.

Maybe it's transition beetwen scenes "dissolve" or "Flash".

For higher brightness in game I used r_overBrightBits "3".

But if you want to increase brightness in Vegas try Video Event FX "Brightness and contrast". ;)
