Come on, just because the international society is affraid to get in conflict with Russia doesn't mean Chechens didn't suffer in both wars since 1994. Or 200 000 murdered civilians is not enough to qualify actions of Russia as a genocide? And why the ICC doesn't have retroaktive effect, why can't it judgde the crimes commited before ICC was established? All the AD HOC tribunals had it or not?
