You run out of ammo quickly because you shoot when not needed. After you kill a guy, you continue to shoot his corpse like hes going to pop up wanting your brain juice.

Get to level 07 and find a 45 damage + 90% + damage and you got yourself a 10 shot kill to nine toes... This game is way to easy it's unbelievable.

Nine Toes has a few references but I remember a Argonian in The Elder III: Morrowind named Nine Toes.

Nine Toes is in Balmora, on the east side of the river, and the funny thing is, Nine Toes actually only has 6 toes in Morrowind.

Now usually the most chicken-shit save-some-health approach when it comes to skags is to jump backwards while shooting. You avoid jump attacks or getting scratched. btw Roland is my fav character.
