@op3l if water would of went into crevaces in the exterior of the aircraft it could freeze at high altitudes and jam the controls, this was to see that it wouldn't do that
Its to do with contaminants on the runway and the effect on braking/handling of the aircraft. a small layer of rain only a inch think is a issue for airliners as it lengthens the landing distance or can lose control of the plane and it could slide off the runway. Testing like this allows them to create the guide for pilots to come on what is recommend that the plane can handle.
On the A380 for example, the spray test broke the brakes on one of the landing gears. Not good.

An airplane drives through a "puddle" of water to see if the splashes cause any failures, for example, get into the engines and stall them.
