You can max out your attributes at level 36 with the thief birthsign and level 46 without. The higher your level is, the harder the game gets. That said, level 36 is WAY too high, let alone 46 or 99. The strongest character is as low of a level as possible with the highest attributes, considering how your skills be all 100 at any level, even level 1, Better yet, only level up attributes that you're going to use so you can stay at a lower level, thus being stronger compared to the leveled npcs.
this isn't a mod... its a glitch that allows you to have more levels by having 2 saves. have one that s ready to lvl. and one thats nearly done with the sewers... with the one thats lvling, sleep for 2 hours. and right before your done sleeping load the other game, and you'll be leveling your other character instead... when you have the lvl you want edit your characters race.. and gawk at the glory of being lvl 500!!!!!
@RACING5901 you can get past that lvl and all you have to do is go to jail and lower your skills then go raise them again, and do that over and over again
I will be posting my 4 different characters soon, I have a level 65000, I also have a level 35000. My chracters have stats all above 1000000000. I have rare weapons and clothing items, like my comment and I will get in touch with all of the people that would like to see it.
Meh getting the highest level possible is not the trick in this game, the trick is maxing as many attributes with as little level ups as possible, which is level 40 (if luck included). Above that you will only gain more health and by then it has little to no meaning. However it does have meaning for your enemies the more levels you have the more they have and that also means they have more health which can be quite problematic at some point, this is another reason why you should not under level.
@dynastydb daedric starts showing up at later levels (20+) its good armor and easy to get at high levels if you do the thoronir quest the guy whos in the masoleum with agamir is in full daedrc lvl 20+

@deathonics its very easy: make or do different save on some character who is ready to level up by sleeping, then save when you are next to bed. then put sleeping time to 24 hours and sleep. while you are sleeping, load you primary save and load it WHILE you are sleeping. so you transfer its level to another save

@156xXxmrraccoonX way to rage when the guy didnt even do anything wrong. If you pay attention your stats get lowered when you are in jail. His main skills got lowered and he had to re-max them. This means even when he was lvl 50 his stats were lower than 100, so he maxed them over and over again getting his actual level up.
look at the stats where they list Novice skills, Apprentice skills, Journeyman skills, and Expert skills and they are at 0 yet all of the skills listed were at 100 or 103!! this cries a mod or a cheater!

Isn't it impossible to get the Gray Fox rank in the thieves' guild without trespassing atleast once? Even at the begenning of the thieves' guild you must tresspass in a house to steal a diary lol. Busted?
@Guywhofails You can fail the initiation test and then get an other one. It's the only quest in Oblivion that you can actually fail, but yeah complete 160 quests and finishing all the factions without trespassing once sounds unlikely. Who cares anyway.

you can get to over level 500, by taking the book from the daedic quests and killing bandits to get more of the book. each of the books u read will let u lvl up

i got the best glitch ever xD i swear, i´ll tell u: u need a normal ring ( doesn´t matter which) and 2 same scrolls...go to the altar where u can create items...give the ring a magic effect ( for example fire shield) and then duplicate this ring...now u have 2...equip one and duplicate the other ring...now u have absorb the magical effect without equipping the ring....i tried it with steady mana, life, stamina, feather , stady strenght and so on ;) ...feel free to ask me if u dont understand

@slipknotsblade he didnt cheat, i just started a new game and i will be level 100+ in about 8 hours, basically pick a breton or high elf, pick the 6 magics and alchemy as ur major skills, level them all to 100 and do not sleep once throughout ur game until all ur major skills are level 100 so u should have all major skills level 100 and be level 1, now make a spell to drain 1 major skill 100 points for 10 seconds, find a trainer in the skill u just drained, get lessons and sleep until u max out

you can get to over level 500, by taking the book from the daedic quests and killing bandits to get more of the book. each of the books u read will let u lvl up

i got the best glitch ever xD i swear, i´ll tell u: u need a normal ring ( doesn´t matter which) and 2 same scrolls...go to the altar where u can create items...give the ring a magic effect ( for example fire shield) and then duplicate this ring...now u have 2...equip one and duplicate the other ring...now u have absorb the magical effect without equipping the ring....i tried it with steady mana, life, stamina, feather , stady strenght and so on ;) ...feel free to ask me if u dont understand

@BetterDaysIndustries sometimes u learn tichniques of other people, like in the arena of the grey prinz( i dont know which name in english)... if u do the mission of the grey prinz he teach u his techniques and u get 3 to sword , and so on...u can have also artefacts that gives u for example 10 to heavy armor or other things...but my question is how he became level 99?

@slipknotsblade he didnt cheat, i just started a new game and i will be level 100+ in about 8 hours, basically pick a breton or high elf, pick the 6 magics and alchemy as ur major skills, level them all to 100 and do not sleep once throughout ur game until all ur major skills are level 100 so u should have all major skills level 100 and be level 1, now make a spell to drain 1 major skill 100 points for 10 seconds, find a trainer in the skill u just drained, get lessons and sleep until u max out
