The reason why it's illegal is because the majority is grown in places like columbia by mafia bosses, drug cartels, corrupt governments ect. It directly funds organised crime. Which also explains why they haven't banned the specific equiptment for growing it. Making a law banning importing it would be a waste of money and time as it's near impossible to tell. Making it legal won't help as it will still be grown in those areas because we're running out of land to feed ourselves anyway.
