On the other hand there are people with a lot of time and with nothing to do that would really like something useful to do and who would benefit from a voluntary scheme like this. However, there are such things already, so maybe it’s not so much about having a new scheme but the government needing to do more promotion to young people about what is available out there.
I think it’s a good initiative but they shouldn't force people to do it, it should be optional. They are assuming that all young people are idle when some them do keep themselves very busy with purposeful activities.
