when played slower you need to whip the1st finger real fast. otherwise strings would sound too long and it becomes cheesy. playing an acceptable speed for this technique would be too slow for malmsteen to show off..

in this video his speed is reduced by only have a second of the original. It's not enough of a speed difference for most people to note unless they have really good ears, or good eyesight in tracking his hands. He could of simplified it further, but the type of peopel who watch this show would of normaly of had the experience or skill to of figured it all out. Nonetheless, a hard thing to learn for even moderate practitioners.

um actually someone can play this if they've been playing for about 3 years, This honestly isn't that difficult. You have to start it out real slow at first, and just work your way up. People just give up on something because its "too fast". Nothing is too fast. Just practice.

If you've only been playing a week, it would be hard to approach this kind of technique and have fair bash at it, because your ability just simply won't be there yet. Try GuitarPro if you're really struggling with the speed, but I suggest just playing it slow and building it up to this speed. His slow, is slower, but for those who already have a good technique :)
