i dont get it, if you kill someone thats not your target and you pick up there idems you cant leave? or what can somone explain that to me?

If u kill someone who is not ur target u get a pickup penalty, when u have that u can leave but not use the prayer protect item. If u pick up an item u can't leave the area for 180 seconds and u can't protect a item. When u kill a target u can just pickup the kill and leave.
