This show was from 2000 actually. Footage was from 1999. The reason they don't do CGI mecha is the cost. To develop a model that looks AS real as a costume would be prohibitively expensive. Transformers did it because they had a massive budget. They've done some transformation sequences in CG (Time Force, WIld Force, Dino Thunder, I think SPD and Mystic Force), and Wild Force's animals were completely CG, but combined mecha are costumes because they're easier to interact with the environment.
