I agree that from this angle it seems that he misses the bus big time, but if you take a look at the bird's view of his path (can be seen in another video), you'll see that he was driving straight at the bus.

However, hitting two steel fences and almost 20 people damaged the car and he veered off course and could not steer back.

So aside from all terrible deaths and wounded, the security did prevent the attack on the royals. But "people" are not the best fence.
