The language looks like Nama, spoken by the Damara bushmen of Namibia. Namibia was a German colony, so many older Namibians still speak German. However, English and Afrikaans have eclipsed German as a first language, mainly due to the influence of South Africa. Namibia was a protectorate of South Africa for some time. Its not unusual to find trilingual Nambians though, which is pretty impressive.

It's amazing the difference of tones with the same vocal.
I hear thath in chinese you have something like this. But it's the first I see it.
