Rockets are different because in Reach rockets are stronger and shields are weaker

Yeah elites seem to suck, probably because its a mental thing which a lot of halo is. Rockets in Halo Reach are much more powerful than those in halo 3 the latter of which you actually have to have some skill to use.

Halo 3 is so much more fun than Reach. Also switching from Reach to 3 is harder than vice versa. Good commentary and gameplay.
