The most realistic choice is to attempt to preserve Tibetan culture and encourage stability in China to allow democracy to emerge for the purpose of civil liberties. Remember: a weak government in China will lead only to chaos like that of the 1st half of the 20th century. Think about it, if there was a perfectly legitimate reason for their rioting, the objective media would have pointed this out. The extreme free tibet groups and congress don't really find any solid and acceptable reason for the riots. China is far from being perfect, but it's because of its history. I have yet to meet a serious academic who can argue an well researched argument for why the Tibetans should be free. It's really a band wagon for uneducated and emo tibetans to jump on without truth

A democratic government needs a more stable society to come into fruition. Riots should be controlled and every government should act to maintain any such event. If someone else did the same thing, the Western Media wouldn't go so far to demonize that government. They may may say a few platitudes in the name of sounding concerned, but not go as far as they did for China's efforts to maintain law and order in Tibet. I don't even know why they were rioting, killing, looting, and committing arson.

On the other hand, the government in Beijing and donated enough to give 10 Yuan to each quake victim for 3 monthes, and there are 3 million of them, as well as 45million in rebuilding donations when I checked last month. 50 000 troops are in the area trying to save lives.
