I think that bird with the white hair is supposed to be Harpo Marx from the Marx brothers! All of the animals are likened after characters from back then (in these cartoons there usually were), including all kinds of stereotypes.
The cartoon shows some derogatory stereotypes of Black ppl (the blackbird with white hands and a stuttering problem whom the police wouldn't stop beating). But like heather8568 said, this kind of image was commonly seen in these days, and it wasn't meant to harm, it was meant to entertain.
They werent intentionally being racist. Thats just how things were back then. Cultures hadnt mixed as much. So things that arent weird to us we very weird to our older generations who had had minimal experience culture wise
