In one of the confidential episodes Russel T Davis said that the children will always look forward to seeing the scary monsters, but the jokes and relationships and the more psychologial horror are put in the get the adults to watch. So he did say the show is made for both children and adults.
@Caro2471. I think I do recall Davies saying that in an interview, though it was a while ago. I do give Davies the credit for reviving Doctor Who into the modern TV landscape after a long rest. I do enjoy the old monsters in the classic Who series... since it became such a part of my childlike imagination. My first memory of the show is seeing the mummy walking around in "Pyraminds of Mars" while a scarf weilding guy with a floppy hat was weaving through the forest. Great stuff.
I'm from the Netherlands and I don't know anyone who has grown up with Doctor Who. I just found out about it (I'm 20) and I love it. I think that for children it's scary and for adults it's just cool:D When I watch it now I don't just love the scary bits, but the relationships and the great acting and storylines. If I watched it as a child I probably would have looked more at the scary parts.
@Caro2471 Thanks for your comment. How updated are you for the Doctor Who series in the Netherlands. Or is it something you try to catch on the internet? I usually try to watch them on youtube before getting disc copies of them.
The one thing I like about the new series is there ability to make me feel like a kid again when I'm seeing them. Not many other shows can do that. I've always been impressed with the show's ability to create atmosphere.

I've tried watching the old series a few times, but the crappy costumes and stuff are so annoying. But I still want to find out why everybody loves Tom Baker, so I'll probably start watching them again:P
finaly someone who has spoken my mind on this subject i am so tired of the toffs here in britian critics and media personel who insist that doctor who is a childrens show becuase it isnt episodes like human nature, midnight, waters of mars, time of angels, the impossible astronuat/day of the moon ect; have adult themes but, people here label it a childrens show just becuase it doesnt have graphic sex or violence like most of the other dramas do.

There were a lot of Tom Baker shows that ran into problems of being graphically violent because of the stigma of being a children's show connected to it. Perhaps it started out as a children's show, but I think the writers knew right away that they could invite adult viewers into the equation of audiences. I have a feeling that the new series right now is veering towards the gothic/horror trends due to writer Stephen Moffat's interest in the field.
Doctor Who is the middle ground in my opinion. The Sarah-Jane Adventures was aimed more at children whereas Torchwood was aimed at the teenage/adult audience. It would show that sometimes the good guys die unlike SJA and didn't have the sex and swearing Torchwood has. as for the Weeping Angels, Im 17 and I still cant watch Blink in the dark.
Blink is one of the better shows. The modern shows still owe to the Tom Baker shows in terms of horror elements. "Pyramids of Mars" and "Talons of Weng Chiang" are very influential outings. I don't always agree with killing off of the characters unless there's a reason for it, not just for writing's sake. The killing off of Adric still has dramatic effect. I don't agree with killing off Toshi in Torchwood. She's the only non-white in the cast. They're all white now. And I do like Asians.
@mortalhellion Don't get me started on RTD killing off Torchwood charatcers for 'dramatic effect'. Unless there's some reason such as a self-sacrifice to stop the bad guys then its alright but if its a case of 'Hmm this could be more interesting. I know *insert charatcer* can die in some way.' then it's not cool. I love the scarier episodes, because it gives me some idea why people say they hid behind the sofa as kids when they watched Old Who
@Kerriangel. I know. Toshi was my favorite one of the Torchwood crew, but I think my feelings for that character might be subjective. The actress has a musical gift as well in real life.

@mortalhellion I loved Tosh because she was the brains behind the operation, she and Ianto and John Hart were my favourite characters. I havent really seen any Classic Who but hopefully our good friend Mr Moffat has more scary tales up his sleeve :)

If you ever decide to check out the old Who shows, I would recomment Hartnell's first year, Troughton's second year (the monster stories), Pertwee's first two years, Tom Baker's first three and final years, any of Davison and the final half of the McCoy Stuff. A lot of people didn't care for Colin Baker, though I did enjoy his first season quite a bit.
I'm an old man! I was 12 years old when I was first introduced to Doctor Who!
