I think that England is probably right to do so. You make a good argument for sex education for adults in the US, but you only partially look at the causality for it. Sure, there is a culture in the us with the indoctrination from childhood that "sex is bad", and also a lot of people are being less physically social because of the internet.
The way to make people less inhibited is to be honest with them and inform them in an open mind fashion when they are young. If you do polling, most 11-13 year olds know about sex, why not educate them?
