Marlo's organization was about soldiers, instead of dealers. The Barksdale story was focused on the dealers (Bodie, D, Wallace) because their goal was to be rich. Marlo only cares about being the strongest. You never really saw Stanfield dealers (Fruit, Old Face). He would just force good dealers to sell for him, like Bodie. He trained soldiers, Avon trained dealers. Thats why the soldiers are Marlo's council, and Snoop is his number 3. When he need a Stringer, he got Joe.

They were seriously lacking soldiers. Barksdale had the three main soldiers we know of: Wee Bey/Bird/Stinkum and later Slim Charles. Avon also reels off a list of soldiers who were with the Barksdales before Avon went to prison.
