mine is acer .. almost same specs as yours.. 9600m gt but OC to 700/900/1450, core/mem/shader. i get bout 25 fps on all settings lowest... view n vehicle density 25 or 30 cant remember. If u dont oc I think u would get bout 20 fps.. its playable but might lag abit.. but playable
not sure if stable .. havn ran the atitool, rivatuner screwing up for me too. so using nvidia performance lol. played for 3 hours+ temp goes to 86.. havn tried to OC cpu, might try.
in GTA4 it's "only" around 80°C, cause GPU is not used soo much due to CPU limits
other apps sometimes push the temp up to 90°C (i changed the clocks now to 685/1062, cause 725 showed minor artefacts in Crysis and was not ATiTool-stable, but that shouldnt have an significant impact on the GTA4 performance)

i tried 2 hours artifact @ 620 core no errors.. but heated up to 97, no way I'm running at that temp! can u adjust fan speed? because I cant using nTune or RivaTuner.

hmm there are options in ntune n riva tuner for fan speeds.. but I cant use it. maybe u can only set fan speed in desktops? cuz mobile gpu doesnt have a fan, only the notebook fan itself, whereas desktop gpu has a fan for itself.
hmm mine isnt noisy, I guess thats why its so hot, cuz its quiet n less cooling. I'm trying to look for some laptop gpu cooler but no luck so far

the game also runs good with default clocks, maybe u should lower some settings which mainly stress the GPU
and keep in mind, GTA4 needs a good CPU much more than a good GPU (at least, it needs both, but CPU is much more important than in other games like Crysis)
i have the same P310 and if you want to get some more fps google "laptop2video".
It provides modified drivers. the fps increase is significant.
My gta4 is not lagging like yours.

725 stable in artefact test programs? not bad
as i said before, on ur notebook the game is highly limited by the CPU
better u try to overclock the CPU than the GPU

i think ur 9600m GT wont be a problem, overclocked or default
the main issue is ur CPU, which is slower than mine
try to get a testing version somehow, i assume it will be playable, but not always perfectly smooth (especially rain and night time)

dam .. your laptop must have better cooling, 685/1062 and still below 90. mine 550/900 and about 90.. my idle is about 55c dammit =(

artefact scanning with atitool heats the GPU only up to 82°C, but ingame, when the CPU is also used, the temp jumps to 90°C sometimes
my idle is @51°C, but that depends on the fan speed
shader overclocking is related to the GPU-OC via a fix multiplier, something around 1700Mhz with 685Mhz core

no, i cant adjust the fan, unfortunately (maybe there is tool out there able to do this...) and i am not using any additional cooling devices
but it becomes very noisy when i'testing or gaming
it may be possible to adjust fan speeds related to temperatures via bios flashing, but this is much more complicated and dangerous than regular OC

yeah i know, my notebook has only one fan, too
maybe u should check if u enabled any "silent modes" which prevent the fan from running on higher rpms
i can enable a silent mode but than the notebook lowers the clocks radically

dam, found the problem! the gpu fan n heatsink is filled with DUST! cleaned it and its only 76c @ 25mins 620/900/1400 !! so happy =D
gonna do Arctic Silver 5 on GPU n maybe CPU to lower the heat by a few degrees
