the real reason states can't pass legislation barring illegals from something is because of federal preemption which states that the constitution gives the power to control immigration to the federal gov't not the state gov't. However both versions of the bill bar illegals from receiving federal subsidies. Title 8, Chapter 14 Subchapter I § 1611 of the US Code states "an alien who is not a qualified alien... is not eligible for any Federal public benefit".

Colorado was able to successfully bar illegals from receiving benefits back in 2004 due to the fact that the law they passed affected federal dollars. However the federal courts didn't hear the case so matters are not entirely clear, however it's safe to assume that the health bill will not give any federal benefits to illegals. and as far as amnesty goes, I'm all for it, as long as to gain amnesty the illegals have to agree to x years of labor or some fine to raise funds for border security.
