No foul/penalty. Technically, in any sport, the ref is part of the game unless the whistle has been called/game time has been stopped... So it's perfectly legal to tackle a ref, even purposely (like pushing them out of the way) while the ball is in play, now if the whistle was blown, the person would have been ejected.

Thats why football officials need to run backwards and stay in shape. As the referee, he should have been backpedalling away from the QB at a 45 degree angle.
