The USA is not and never has been a democracy. We have a "mixed constitution" (See Polybius). We have a mixture of monarchy (president), oligarchy (supreme court), republican govt (Congress), & chiefly beaurocracy: a plethora of unelected bosses.

Its very common to establish a government entity or policy under questionable, but almost legitimate logic. But when the situation changes they (those in power) decide to use whatever they have in place to whatever end they see fit. So simply, they are created for one reason and used for another, its call a bait and switch. If the want to use military man power to help out, fine, leave the guns at home, and they act as civilians, subject to the same rules.
