Jinnah, apart from being the Governor General of Pakistan, also took the post of the Chairman of Pakistan's constituent assembly, instead of letting someone else take the lead and decentralise the power.
Jinnah was infact despotic and a megalomaniac. At the time when the partition plan was being drawn, Lord Mountbatten suggested him that he could take the post of the Prime Minister so that as the head of the executive, he can devote himself to nation building, instead of being the Governor-General. Jinnah refused and emphasized on his being Governor-General, and said "The Prime Minister will do as I say".
