The NBA rule book only defines traveling as gaining a clear advantage or progress toward the basket. thats how guys grab the ball when sliding across the floor and don't get the call. It's less about moving with the ball and more about how blatant or 'unfair' it is. So when someone is standing still and adjusting their footing, its not likely to get whistled.

The officials don't, and couldn't call every travel. They'll let guys get away with it when going to the basket and there's contact. It's so that they don't have to make a foul call.
