The poor manatee is probably a rescue animal that they are working with in the natural water... The manatee may not be able to survive yet in the wild so they have the float on him to keep him near.... A lot of Manatees get hit and injured by boats and end up at rescue centers getting stitched up and rehabilitated. He may also be an aquarium Manatee that has never lived in the wild.
