The average manufacturing worker in China makes almost 8x less than our minimum wage with no benefits. Companies don't need to comply with the same safety regulations and I don't know if they have much of any pollution restrictions.
I think you should be focusing more on that "innovation" and less on tax cuts and energy. Heck, if our energy gets better it only makes shipping our jobs out all the cheaper.
