Legacy is big outside of the US because the value of the dollar has dropped considerably, thus making legacy cards cost more for Americans. Other European countries use Euros, which have much more value, thus the cards end up being "cheaper" for them. For example, revised dual lands run for about $40-$60 dollars each, but only $20-$40 Euros each.
