1) Do you have ATI graphics? If not, skip to Step 3. If you don't know, right click on your desktop and see if there is an option called "Catalyst (TM) Control Center". If so, you have ATI graphics.

3) Open Sims 3, click the "..." and then select "Options". Click "Restore to Defaults". Restart the game.
its the anti aliasing,your video card probably cant handle it.what AA does is it smoothens the lines on an object,so it doesnt look like it is cut into,goes for a bit,cut into,goes for a bit and so on.

LOL i have this problem TOO. I've HD4870 512 GDDR5 !
Sometimes when i MAXED the AA , no more bug. then i put the AA on MID again, no bug too.
But today.. i tried those things and nothing happended!!!
But... I think... when i Installed the game first time.. , i MAXED OUT everything and the game said me, RESTART THE GAME to apply the settings or u´ll have importants graphic problems...
I accepted , and continued gaming....
this is the problem i think.... i'll try to re-install the game

Lol... I Puted OFF the AA.
No more Bug...
try it... it works... Shatdown the AA and apply.
:)
then.. i tried to put Low AA and the bug appeared again... so.. i puted the AA OFF and the bug has gone :)
No much difference with AA Low..OR MID

well i re-installed the game but things still as before, i thinked the bug solved but i only loosed my time
