Suck that rock lee had to go up against the strongest ninja in the preliminary matches. Gaara also had an advantage on rock lee cause gaara is strong against blunt attacks and weak against sharp penetrating attacks. thats why sasuke had an easier time against gaara. but easily rock lee was second strongest.

actually, u r wrong, gaara cannot make sand out of anything, he can only crush rocks around him into sand, water affects his sand and he can't use them when its wet, he does not have the ability to control water.

actually you are wrong, he can make sound out of anything that resembles it. (Crushed rocks, normal earth ect.) Water effects his sand but he can remove it quite easily, he dosent need to control the water to get his sand dry again
