Yes, but China in recent 60 years built far more infrastructures in Tibet than Japan did in Manchuria. The population of Tibet was 70 thousands (Tibetan 100%) in 1950 and 2.9 millions (Tibetan 92.8%) in 2009, despite the massive exodus of 20 thousands to Indian in 1959.
