Tobi is not Madara. In chapter 559, it showed him and it said that he was resurected. So who is Tobi? The question still lingers and I believe it is Obito. Zetsu took Obito at the last moment and reconstructed his body with Madara cells giving him Madara's attitude and what-not. And if Obito isn't Tobi. Then who is?

The ONLY reason it may not be Obito is because the masked man fought the 4th, BUT I could still theorize a way for it to be Obito. If you want to truly be immortal you pass on what you know, the masked man may have been Madara when he fought the 4th and realizing he'd eventually die, revived Obito's "UCHIHA BODY" (which is supposed to be way stronger than an average body). And taught him everything he knew b4 dying. Tobi collects eyes so no need to say "he had 2" it could have been replaced.
