Gay tony never appeared in the original gta 4, nevertheless there is some talk about him. In the lost and damned you see him in a mission where you are stealing some diamonds from gay tony for Ray, after you've interrupted the deal you follow the car with the diamonds while the rest of your crew follow the other car with gay tony and Luis who you should be playing in this game. Luis on the other hand appear a couple of times in the the game, he is on the floor when you rob the bank and...

And it's him who interrupt the diamond deal in the mission 'Museum piece' and that mission is the thing that as far as i know should be the 'purpose' of these DLC. 1. you get an achievement called impossible trinity for completing this mission with Nico this should be referring to the three people: Jonny, nico and Luis who all meets in this mission with different purposes, and in the credits for the lost and damned you can see Luis escaping by the roof of the Museum.

No that is bruice something who is a politican, you don't hear that much about Gay tony he is just mentioned in a few conversations F.x. when you are talked to 'French Tom' he says that he doesn't like poor guys like Gay tony, but he cannot be that poor if he has money enought to buy diamonds for 2 mio. dollars. Btw i made a mistake you do actually see Gay Tony in the 'Real Gta 4' he is there to pick up gracie, the girl you kidnapped for Packie, in exchange for the diamonds.
