why do you have to set a foreground or background color? you are using the blue from the photo that u added some clouds to- so what purpose do foreground and background colors serve?- u are only using the picture

when i use magic wand tool and click an area twice for capturing in larger target it also captures other colours :P

Set down the tolerance. If the colors are to closely related ( like dark red and purple ) they will count as a gradient and get selected as well.

but what if i want to delete the background all together and take teh resulting image onto my web site...

like my web site has a background...i have an image i want to post but the picture has a white background,. i have managed to use magic wand and remove the backgroundi nt eh image but as soon as i bring over to my web site (which i am making in flash) it shows up with the white background again....

First Magic Wand the background, then right click and select "Reverse Selection".

Then do a copy of the selection and paste it into a new image and the background will be transparent. I think.

You should never use a slection and fill it, instead you should add a new background layer first, then create the selection and turn this selection into a mask by simply clicking on the mask button with the selection active. The advantage is that you can make adjustments to the selection at any time and also also using a different background at a later stage won't cause any edge problems if you would have filled a selection.
