Governments should not give money to banks, of course they will have to lend money, it is how they make money. To not lend would create opportunity for more banks to appear who would lend money. It is an idle threat. Americans now give into terrorism, the economic kind.
Loosing of the derivatives laws (which made the collapse possible) happened in 2000 under Clinton. But where was Congress at that point? The House and the Senate were controlled by the GOP at that point.
