I want to assert my right to make a citizens arrest of the individual who assaulted me, and hand them over to your custody." You just need to tell the person that assaulted you: "I am placing you under citizen's arrest for assault." The cop must take it from there, do the cuffing etc. NOTE: ** It is a felony for a police officer to refuse to honor a citizens arrest! **
