So I just got done skimming DoD Directive 1404.10 and this proves that this guy is jumping to conclusions. Its a frame work for civilian employees that work with the DoD. Thats it. And by the way, "deploy" means to move to a different location in support of war fighting efforts. It does not mean picking up a gun and kicking down a door. You can be "deployed" to Kuwait as part of an office and answer phones all day.
