They use propaganda to gain popular acceptance at home, and they send their armies and navies to invade foreign nations on the basis of false propaganda.
@goedelite - I think a great deal depends on the definition of empire and the inclinations of the person using the word ... while I do agree with you - a strict definition may side more with Richard.
