My guess is that they are allowing violence to happen hoping that it will result in some emergent and stable pecking order among Iraqis. If that happens, controlling their latest banana republic would be much easier and cost effective.

So the purpose of the invasion of Iraq was to free the people of that nation from torture and abuse of human rights by a tyrannical dictator, only to subject them to much more of the same from the new US backed regime. Yes sir, that was some favour, well worth the lives lost on all sides.
