The show was never meant to be taken seriously. They made it intentionally campy because they didn't believe that people would take a Batman tv series serious;y anyway, so they figured to just make it as silly as possible purely for entertainment value. The cheap costumes, hokey acting and lame sets were all intentional.

Yeah, Kato would just destroy Robin. They writers were unsure of what the fuck to do with the Robin vs. Kato thing. From the Batman franchise there were a lot of loyal Robin fans and for Kato, the same thing. So instead of having Robin beat Kato or Kato beat Robin, they went with a stalemate because they didn't want to disappoint any Robin fans or Kato fans and risk losing an audience.
