i remember the first time i did this mission. i kept failing it plenty of times due to how unbelievably fast the guy moved, but when i finally rammed his car off the road, he stopped driving, and as soon as i got up to the car window, i just blasted him in the face with a shotgun, to express the frustration i went through during the mission

One way to SOLVE THIS MISSION:

I took police car and turn on sirens and everyone get away from me, so the chasing is much easier. Then I grab opportunity and push his car with CapsLock (I'm playing on PC). When you do that, he remain in his car so just shoot him. That worked for me...

Easy mission if approached the right way, I just force him into a 180, jut, then headshot the driver. Presto. Also, the car I recommend for this is the Sultan. It's pretty durable and has a pretty good speed in case he gets away.

You need to do "The Puerto Rican Connection" before you can do "The Snow Storm". You get this mission from Manny Escuela. And before you ask, you need to do "Blow your Cover" (Elizabeta Torres) and "Out of the Closet" (Brucie Kibbutz) before you can do "The Puerto Rican Connection" :).
