for ppl who are new in this, try using game maker, the last one is 8, and its very easy and u dont have to learn some difficult programming language to make a good game. well, good, i mean, cool xD. if u love 2-D games try making games with GM8, its the most easiest program.

my best game till moment is syobon action 3, google 'syobon aciton 3 weebly' and ull see how is it. and that is a BAD game compared to the best u can do with GM8.

I just use Microsoft Paint...which comes installed on nearly every computer/laptop in existence.
