its the skybox. VALVes way of making you not have to download 1mb of huge scenery, if you want to find it go into noclip and keep going out of the map oftenly to the side of underneath the map till you find little scenery, stand ontop of that and bam, your huge to the other players bt not to yourself..

No, you sort of stand in the 1/16th scale 'model'. There is a 'camera' in there and that captures the 1/16th scale stuff in all directions, and projects it on the skybox in the playable map...

I don't think that made sense, or is fully correct. I was just trying to explain it really simply.

He looks huge, because he's standing in the little 1/16th scale models. He isn't scaled, and hence, he'll look 16 times bigger than he should.
