You'll need Modular Oblivion Enhanced (Vampire Clan Raelu) mod in order to find Valcom. The place is called Melthran Ancestral Tomb and it's bit north of Chorrol.

Go north of the Chestnut Handy Stables and there he is, approximately outside Elven Gardens District.

But if you are a lich you can't join to clan.

They just start attacking you.

its a sword that changes when the day changes from day to night u can get it by killing an orc in a torcher place in shivering isles (btw everytime it changes its charge goes back up so it basicaly never runs our of charge)
