she means like, when you have all the polish on your nails that you want, let it dry for a bit, to the point that its not completely wet but not completely dry. then run to your sink, turn on really cold water and put your nails under it and they should dry!

Do you shake your polish??? That may be why you get air bubbles. If you take your polish in your hand and roll it side to side this should help. Most people shake their polish ( i do..lol) This creates air bubbles in the polish....hope this helps.
