im pretty sure she wasn't shown how the "detainees" are being held. she was being shown the beach, the countryside, nature, etc.

Considering Dayana Mendoza is not actually depicted saying these things, one could claim that this reporter is the imbecile for such a simplistic story where words are taken out of context.
What exactly did she get to see? The trip was coordinated by people that made sure that it wasn't an eye-opening or political experience.
One can visit LA, NYC, Paris, Beijing and walk away with great experiences without having viewed police beatings, overcrowded jails, corrupt politicians, etc.

One has to understand that Dayana is not a native English speaker. As a result, her spontaneous expression may seem a bit odd when (improperly) translated to English.
Also, she was quite obviously not referring to the interior workings of the prison. She referred to the treatment she received while there.
And of course it was of a preferential sort!
