Yes, this is the Naugatuck Railroad operated by the Railroad Museum of New England. They're open on summer weekends with rides at 12 and 2. The locomotive in the video is a former P&W (Road Number 2203) and originally Conrail (Road Number 2798) GE U23B. Naugatuck 2203 is the last domestic built U-Boat and at the moment the only locomotive in regular service at the railroad as ALCo RS3 #529 and GP9 #1732 are in the shop. #529's work is alot less extensive than #1732's.
No, its a different one. This is a Naugatuck RR train. But they are the same design so I can see why you got confused, watch this video of mine, 'November 9 2008'. Unless they keep it in the New Haven yard its a different one.

So THAT was the train with that horn.. I was at New Haven station at about 2 AM, and I saw that locomotive pull in and out..
