no yucca valley is an actual little town... but the outskirts of the town are very rural and out in the middle of nowhere

No, only certain areas like this which was way outside of the main population areas. This out in the Unincorporated 'County' area. The City had and has, it's own Animal Control. I'll be posting video I took from another call like this one soon.
