Infants under a year can't drink animal milk. Their bodies can't metabolize it fully in a healthy way. This would be especially true for a child whose body is already compromised by illness or malnutrition. It would likely create a lifelong lactose intolerance and severely compromise the baby's health.

Many women around the world are forced to feed their babies with cow or goat milk because they're unable to do that because they're sick or for malnutrition. The mother's milk is the best for the baby and another one is not quite as proper, but that's better than nothing, at least better than seeing your child sarving to death. I know people who were feed with cow milk as babies and they are completely healthy now.
