Microsoft Paint? I put my template designs on that frist all the time. That the one thing i know to do. To make my Skins. I like the Car Town it's A Cool Game. I race on the game sometimes. But i Make skins more on that game. I like to make them.
Why Microsoft Paint ? Use more advanced painting softwares , you'd get a fancier template design by then. And more original art of yours.
In case any of you wonder how to open the template layout in other softwares than microsoft paint , just open it in microsoft paint first , then hit 'save as' , and save it as PNG or whatever image file you'd like , and then use that PNG file to work with in photoshop or corel or whatever you'd be using.

You should use G.I.M.P design suite, much better than paint, thats how I make all of mine for my page(s) Car Town Templates/II...
